Too bad, all state-level "papers please" laws are doomed to become expensive grudge-creating merry-go-rounds, since after arrest, conviction, and jailing at taxpayer expense, the Mexicans will have to be handed over to the feds, and later likely end up back in the U.S. since the 2K-mi. U.S.-Mexico border is unsealable. The millions who have crossed now are just a drop in the bucket as long as the incurably corrupt Mexican govt. stays in power and festers, thus any real solution has to start with dissolving it. We could do it by military force, but risk alienating the Mexican people, so why not try inviting them to voluntarily dissolve it in favor of U.S. citizenship, allowing them to create several new U.S. states? After Marshall Plan type aid to create the necessary infrastructure, mass southward migration could create several vibrant economic zones along with millions of new jobs for all.
