    When it comes to Mexican border-crossers, all "paper please" laws will do is give jobs to law enforcement, because after arresting, convicting, and jailing them, they will have to handed over to the feds, and likely recross later. Why? Because the 2K-mi. U.S.-Mexico border is unsealable. Do the math. At 100 soldiers per mi. that's 200K soldiers, times 3 for 3 shifts, plus replacements, logistics and supply, so make that 1 million soldiers, permanently, requiring a national draft. Instead of chasing after the little mice, why not notice the elephant in the barn that chases them over the border, the incurably corrupt Mexican govt. that rides the rich on the backs of the poor and is virtually a criminal enterprise, robbing them of opportunity.
