    While most people don't want to be on welfare and prefer to work, that's not the point with Mexico. The point is that the border should be expanded to the oceans so that Mexico and U.S. are on the same team as well as map. How? First, the incurably corrupt Mexican govt. that rides the rich on the backs of the poor and drives decent people over the border despite all obstacles must go. The U.S. could conquer it militarily, but that might alienate the Mexican people, but the way is open for Congress to officially invite them to dissolve their govt. with their help in exchange for creating 10+ new U.S. states and full citizenship for all via my bipartisan Megamerge Dissolution Solution. By doing it in a phased manner surprises can be prevented and a smooth transition to a 60+-state U.S. made, after which each new state will decide on its social safety net like now, but finally the oceanbound border will be controllable for the first time in 160 years.
