    If the U.S. would finally invite Mexico's people to join as a new U.S. sector, and they approve it via referendum, then Arizona would go from being a troubled border state to a gateway state to New Arizona, New Texas, New California, New Florida, etc. Why not let the Mexican people have their referendum by first inviting them via a bipartisan Congressional invitation?
