Yes, Mexicans cross the border because their incurably corrupt govt. rides the rich on the backs of the poor and drives them to seek a fairer shake, the Great American Dream, not welfare benefits. Too bad, the Republicans then treat them like criminals even when they're law-abiding and hard-working, while the real criminal enterprise of the Mexican govt. is left untouched. Instead of "papers please" laws and other non-solutions, it's time to try the Megamerge Dissolution Solution of working with the people of Mexico to dissolve their govt. in exchange for full citizenship and the organizing of several new U.S. states, a New California, New Florida etc., allowing pop. and resources to free mix sans passports, after which all 414 million Americans can chase the American Dream together sans racism.
